| Carlos believes that Santa Ana
is a great place to live and work. However, there
are still many things that can be done to improve
the quality of life for our residents. In this section
he has outlined a few of the major issues facing
the city today. As your next city councilman, Carlos
will work hard to improve the city by maintaining
public safety, ensuring good redevelopment, improving
our educational reputation and continuing to improve
neighborhoods. |

| Public Safety |
| As a former Law Enforcement Officer, I take the
safety of Santa Ana citizens very seriously. Crime
has significantly dropped in the past decade and
I am committed to ensure that the high-crime rates
of the late 80’s never return to Santa Ana
again. I will make sure that our Police and Fire
Departments are staffed at appropriate levels and
have the equipment & training they need to keep
us safe. I believe that with strong Police &
Fire infrastructure, smart development, a rejuvenation
of the residential element and strategic business
attraction we can ensure that crime will continue
to drop and the city will prosper. |

| Education |
| Education is a topic that is very near and dear
to me. As the husband of a dedicated Santa Ana Unified
School teacher, I understand the vital role that
education plays in Santa Ana. I will partner with
the Santa Ana Unified School District to raise test
scores and bring back the exceptional academic reputation
that this grand old city once enjoyed. |

| Redevelopment |
| The city is currently experiencing a “renaissance”
or “re-birth” - there are several exciting
new development projects that are attracting significant
positive attention. Projects like the artist village,
the downtown lofts and several proposed new shops
and restaurants in the downtown area, are creating
an infectious “buzz”. I will ensure
that we develop smart, sustainable projects, not
just develop for the sake of development, but rather
seek out projects that fit an overall plan for the
city that will once again make us the metropolitan,
urban capital of Orange County. |

| Neighborhood Improvement |
| Santa Ana has some of the most beautiful neighborhoods
in the entire county. However, there are still many
neighborhoods that need attention. I will commit
to improving the look of the city – one neighborhood
at a time. Targeting specific areas with a “blitz”
of code enforcement activity and good old fashioned
grass-roots “barn-raising” can do a
lot to restore pride of ownership in specific areas. |
